If men had a checmical sperm control option just as women have a chemical birth control option, I'd agree to making the issuance of pill-form or patch-form controls mandatory. The military is no joke, and all personnel count, especially now. We know that adults don't always keep their pants on...

one of my professors who took her husband's name for 23 years years and filed for divorce after he was caught having several affairs. she published two dozen journal articles under that name and would like to take back her maiden name.

if a parent isn't mature enough to maintain his or her child's personal hygiene, then they should not be having kids. people need to grow up and realize that good decision making with regards to sexual health and practices, not genital cutting, will prevent the spread of disease.
